
MADISON, Wisconsin (WXOW) - A California wildlife manager is the new head of the Upper Mississippi River National Wildlife and Fish Refuge.
Kevin Foerster is the current manager of the Sacramento National Wildlife Refuge Complex, a series of five refuges and three wildlife management areas about 90 miles north of the city of Sacramento.
Foerster replaces Don Hultman, who managed the Mississippi refuge from 2002 until he retired in June. Foerster begins his new job Nov. 9.
The Upper Mississippi refuge runs from Wabasha, Minn., to Rock Island, Ill.
