La Crosse, WI (WXOW) - The La Crosse City Council unanimously approved a proposal to help Kwik Trip expand.
That help would come in the forum of what's known as a reverse TIF district.
The deal calls for the return of a portion of the taxes paid by Kwik Trip in exchange fro the dairy expansion project.
Mayor Matt Harter says he supports the Kwik Trip expansion but he is not in favor of the cash grant.
He says he will decide by Tuesday whether or not he will veto the proposal.
Council members also approved increasing penalties for graffiti Thursday night.
The ordinance allows police to fine anyone caught with spray paint on someone's property or public property.
In addition to a fine for possession of the materials, an individual could also receive a fine for trespassing and destruction of property.
Meaning one act of vandalism could result in three tickets.
The ordinance also requires property owners to clean off the graffiti within 24-hours of notification or the city can remove it at the owner's expense.
City Council members also approved an ordinance that would require all La Crosse residents to place garbage in a plastic container before it goes to the curb.
The city hopes the ordinance will reduce the amount of trash that blows away.
