1- A new Bookkeeping System!!!!!!
Why?- Because when any Taxpayer or the Tribune for example asks for Public Information. It is charged to pull those records $38.50 per man hour, 25 cents for copy, and is slow to come or not at all. Because the City Bookkeeping system is a single entry system that debits expenses to individual Departments. Which makes it nearly impossible to 'resurrect' a accurate tally on any given project or program.
-A sit down with City Planner/Inspector Larry Kirch. So that he understands his job description. Then nods in the affirmative that he understands the Boundaries of that Description.
2-Curtail major Expenditures in the City of lacrosse with an "emergency tail' tied to it. At least 1 month full cycle for that resolution, contract or plans to be in the Taxpayers, elected Officials of this City hands before voting. No more Blind Voting on Tens of millions of Taxpayer Dollars.
Why? Because we have history of passing up to a $16 million dollar TIF, thrown down 30 minutes before vote, without contact or plans present.
-Collection of contractual requirement embedded in TIF/Incentive projects programs in our City. Without total cost and these numbers it is 'impossible' to weigh cost effectiveness. That is presently the status quo.
-No more unilateral spent Slush Funds without proper authorization.
-Curtail much of the behind closed door business in the City of Lacrosse without proper reason.
-Layout new Job Description for Department Heads, and then follow up with Performance Reviews.
-Curtail a majority of WRS Recipients or spouses of same to negotiate in Lacrosse Taxpayer behalf sitting across from Brother WRS Recipients.
3-Immediately set up seminars for Elected Officials with Robert Monk. One of a handful of certified professionals in regard to Roberts Rules. To give the Council Proceedings decorum, and the correct education to run proper Meetings.
Why? Because our elected officials and city employees prove time and time again they do not know how to run a clean or legal Meeting. We are fortunate to have one of four certified Roberts Rules Specialists in Lacrosse. The charge to do so would be nominal.
They are playing horseshoes with our money.
