We can reduce taxes and create good paying jobs, with energy conservation solar transit and crime and fire prevention.

I will have regular meetings with the department heads, and I will have my own town meetings to reach out to the public. I will video it all to share with the council members and the world. 

I present whole ideas to show, up front investment costs and long term savings or earnings from the investment. Insulation saves on fuel, transit reduces traffic, fire and crime prevention pays for itself many times over. I would do all I could to present ideas to elected officials and to the general public, as I have done for most of my life in all my political campaigns and testimony at public meetings and support of many organizations.

I would do all I could on all these fronts before using a veto. I would only use a veto if I thought the legislation would harm the community in irreversible ways.

Cops on the beat public outreach, to prevent crime by knowing the community instead of tracking down after. I am against wasting money from any source for spy cameras. Money put into schools and public activities gets the people busy, so are less likely to get into trouble. We should encourage all institutions to be proactive in preventing crime and fires, by investing now in prevention to save a lot of money later.

Senior school mentoring programs should be expanded to a full list of all seniors who have stories skills or songs to add to the tools available to teachers.

Smartphone video conferencing between seniors and teachers is a wonderful tool to involve students with the people of our time.

 

Transportation issues: 

Saving overall tax dollars by upfront investing in a full range of transportation options, instead of the cars only approach. Downtown parking pressure will dramatically reduce when we start a full transit system. Public transportation is a fundamental issue, not being addressed by anyone else. Transit reduces traffic and any need to destroy more homes for tax free parking lots. Much of the peak time commuter and university traffic can be easily served with public transit and bicycles. Also special event buses can quickly move people to the downtown, especially if we have developed other neighborhood transportation centers around town. But just having a real bus "system" will revive the entire downtown. A comprehensive transportation system includes rail bus bicycle sidewalks harbor airport and greatly reduces parking congestion.

As for charging for parking, if it is too high then it discourages business. A dollar invested in transit, brings 4 dollars in benefits. We should not build expensive parking ramps.

Simple adjustments on some key traffic lights to expedite rush hour north/south flow, especially on Rose and George Streets. Fix potholes right the first time. Direct heavy traffic back onto railroads, to greatly reduce costs of wear and tear on roads.

 

 I can point out a hundred aspects of why public transit will reduce traffic. (now it is a slow zig-zag) The basic core of a integrated public transportation system for La Crosse is fast express buses on the 3 main north/south roads and Main Street.  So anyone can get most of the way across town anytime, then van or bicycle.

- Neighborhood vans at the express bus stops to take people a few blocks home and on call to take you to the express bus stop. Neighborhood van driver trained in emergency assessment and security, to call in a fire or loose dog or suspicious behavior.

- University Technical and Medical campus vans on call or on a route, meeting with the fast bus.

- Downtown quick access stand or sit vans circling back to the Grand River Station every 5 minutes, to meet with the fast buses and regional buses. Front Street to at least 7th Street from anywhere downtown to anywhere else down town in 5 minutes. The downtown vans will be a dramatic change for business potential on every corner, and will easily mix tourist convention university medical visitor and resident connections and opportunities. The monthly bus pass of $35 is way too high. Cutting the cost of the monthly pass in half, may double the number of people buying it, for the same total revenue. An inexpensive monthly pass is in the budget of visitors to use for a day or two, and thus help fund the system for the benefit of residents.

- Fast express bus through La Crosse, then connecting to Holmen West Salem Onalaska La Crescent neighborhood vans. Including driver community safety training. Each community adapts to their needs, van sits ready at city bus stop (later rail also) when not on call taking people to the city bus stop. Some small improvements can have a huge benefit to all, while saving money.  (The last weekday La Crescent bus leaves Grand River Station at 5:12 pm, adding just 2 more runs at 6 and 9 would double the usefulness of the route.)(La Crescent and French Island have no service on weekends, starting with 3 runs per day on weekends would double the usefulness of the French Island bus service overall. When we start the fast express bus on main roads, then neighborhood vans on call will serve well. In the future, regional railroad trams can quickly West Salem, Sparta, Stoddard, etc.

- Bicycles that you can rent at main bus stops with the monthly bus/bike card. Successful in Madison Minneapolis and elsewhere, swipe your monthly bus/bicycle card, release a bicycle out of the rack, drop it off at any main bus stop. La Crosse has the best nature bicycle trails in the world for accessibility. Imagine visitors at the railroad train station having a van or bicycle ready when they get off the train. The proposed Riverside Park bicycle trail going north along the Black River to Carr Street and railroad station, will invite a whole new set of tourists to La Crosse.

- The city 5 year bicycle/pedestrian plan to connect all the bicycles trails along the Mississippi, and half/street Bicycle Boulevards on King and 17th Street, will add a whole new potential for business downtown, especially the university downtown connection. Also the new bicycle trail north from Riverside Park up the Black River shoreline to Carr St. and the existing railroad train station, will more than double the business spinoff potential of Riverside Park.

- We can have a senior bus pass for seniors mentoring in the schools. Also students with a smartphone videoconference app to connect senior mentors with teachers. Trained students to interview seniors, conduct interviews or live videoconference with seniors at home or even on the bus. Having a real transit system is essential to developing an integrated senior mentoring program, for students and seniors benefit from transit most of all. All teachers provided with a senior mentor list of stories skills songs and knowledge that seniors can offer to the teachers. Mentoring is the ultimate crime prevention, connecting the generations. Just like public transit connecting all peoples of the city. 

- School event extra buses or handicap transportation can easily be addressed with this flexible public transit plan.

- Railroad nationwide changes will profoundly influence the possibilities of La Crosse railroad passenger and freight jobs. We must now develop long range planning for inter-model local and regional connections we could have in the future. La Crosse north/south light rail trolley on existing rail lines would be the following step after instituting north/south express buses. Remember, light rail bridge over a road is very inexpensive compared to other transportation upgrades. North La Crosse freight shipping jobs is another big issue that should be planned for in the future. Wasting precious tax dollars into more super expensive roads only projects, when we can easily reduce overall traffic costs with rail transit and bicycles.

- Another transportation issue is closing off a neighborhood street for occasional block parties, there is no better crime prevention action on the neighborhood level than block parties for knowing the people living near you. This is one thing that I can do immediately as mayor, neighborhood block parties, guidelines for safe procedures and police interaction and help closing off the street for the afternoon. Neighborhood block parties is also key to improving the neighborhood as a whole.

 

Education:

Education; directly and indirectly promote education for all. Promote school field trips to nature and business to inspire kids to protect our parks and see examples if they want to start their own business. Inventory seniors on skills and knowledge for mentoring, present the senior resource list to all teachers, involve students with smartphone videoconferencing between seniors and teachers. I encourage every family to grow a garden every year, to preserve and store food, teach every child basic growing building and business skills. Teaching everybody including kids how to make a quick and complete 911 call. Kids should know their own address. A program to sew reflective tape on kids winter jackets. I will push for full funding of education.

 

Billboards and signs:

I help promote businesses and musicians on the internet, creating hundreds of webpages and thousands of videos of La Crosse events and businesses in La Crosse. ( Search my name to see thousands. ) We can develop many ways of informing customers and promoting business, other than just billboards and huge signs that distract from tourism business potential. This ordinance has a long phase in period for business to easily adapt. Moderate tasteful signs will facilitate business without lowering other values. In my business of video and internet promotion, I have seen amazing results with just the right mix of business art music humor and personality. I have also uploaded thousands of community service videos of bands riverboats parades meetings tributes history nature farmers markets and especially the La Crosse Hmong Dancers, to share with the world. 

 

Government Fees:

The goal is always to remove taxes off labor, while fully costing landed resource and services use. I favor incentives like discounts off property taxes for owners extra involvement in storm water abatement or fire inspections and prevention, instead of fees. A discount only if up to code. This saves money in many ways. Just one less home burned or less flood damage is worth the offset for the incentives. Save money with quality well paid services up front, instead of burdensome fees.

We should not discourage energy improvements like window replacements, on the contrary, the best job creation incentive is in insulating homes business and public buildings for jobs now, and long term savings for even more jobs later. Solar roof panel instillation jobs for many years, and ease the procedures for selling electricity back to the utility. (also, local electric power poles have not been replaced on schedule, this is a danger to our community ).

The new storm water utility addresses some most direct costs for peak water runoff.

 

Harbor revenue for harbor maintenance, not as a revenue source for other functions of government. If the boat launching fees were above regular maintenance and improvement costs, then it would hurt fishing and recreation boating business. If the fees were too low, then this would hurt other businesses with unfair tax burden to subsidize harbors.

Parade routes might be changed to reduce interruption of traffic costs to the city and business. Active involvement by spectators in competitions, sing alongs, and reusable articles to reduce trash clean up costs.

Signs can be costed by their size and various impacts. Within guidelines, signs should be what the owner wants, for the cost and revenue to the city.

Actively involving residents in community home and business safety and energy improvements to everyone's benefit, will give our community a whole new direction. 

Harbor fees should only be used for maintenance and improvements for the harbor, and not into the general fund. This is a good example of a real user fee.

Resource user fees is an honest way to pay as you go for the amount of resources used. The storm water utility is an example, the less water dumped into the system at peak times, the less that you pay. The actual assessment procedures to be adjusted to more correctly measure costs for business properties for runoff from roofs and parking lots minus rain barrels and rain gardens. The homeowner storm water runoff assessment procedure is only a standard set fee for homeowners, without a way to make adjustments for each homeowner. This is unfair to homeowners that take steps to reduce peak runoff.

Also new areas added to the city services should pay for those services like everybody else, the overly high priced land indicates that costs for developing additions to the city are not paying their full ongoing costs.

 

Charging a fee for storm water assessment inspection, is a disincentive to involve members of our community to take part. I am in favor of giving business and homeowners a discount off their property tax for actively developing peak storm water mitigation like rain barrels, rain gardens, permeable parking lot surface, trees, etc. There are good computer tools for business and homeowners to use to easily show how to assess the costs. Just like the tools for assessing roof solar potential with slope shade square foot of surface etc for owners and credit unions to estimate the payback from the initial investment and ongoing earnings from selling surplus electricity back to the utility.

 

T.I.F. districts:

I am the one candidate totally against T.I.F.s and totally for general good services and schools for all, instead of any special T.I.F. deals for a few. (no matter how convoluted the reasoning for some kind of thing later that it will eventually equal out for tax deferment! ) Special T.I.F. district deals for a few, leads to misallocation of resources, waste, and unneeded dangers. There is not clear accounting information or understanding of 27 year T.I.F.s by the public, which leads to mistrust of government which gets in the way of involving the public fully in best policy decisions. The 3rd St. empty store fronts in Grand River Station T.I.F. and all the squabbling is just some of the examples of waste in these tax deferred mega projects. ( However, now that the public built it and sits empty, it would thrive as a public farmers market with booths rented out for a nominal amount, combined with a full bus system, residents having access to a year round farmers market will be the beginnings of many new businesses. Building anything on the floodplain is a mistake, except for simple park facilities.

If you "pay as you" go for fully costed steady services for all, then each year careful adjustments can be made as we grow healthy as a city.

The 65 acre city property between Riverside Park and Copeland can be a world class park next to downtown, not another boring T.I.F. on the dangerous floodplain. Imagine an OctoberFest grounds footbridge over La Crosse River to picnic or rustic venue areas. This would double to possibilities of OctoberFest and many downtown events.

 

Public transit to reduce traffic and road costs

   No more destroying homes for tax free parking

Express bus on 3 main north/south roads, neighborhood

   downtown and university vans, bicycles to rent with card.

Instant insulation jobs for homes, business, and public

   buildings for long term fuel savings. Enlist credit unions.

Steady solar installation jobs, homeowners earn 

   cash money selling electricity back to the utility. 

Full staffing of all city departments for steady services,

   highly skilled union public employees do it right.

Best police training and equipment for public outreach,

   cops on the beat talking to business owners & public.

Senior mentoring in schools, inventory seniors for skills,

   senior smartphone videoconference with teachers.

Full funding and support for schools including music,

   school field trips to parks and business for future jobs.

Approve the pedestrian/bicycle 5 year plan connecting

   nature trails with half street bicycle boulevards 

Railroad long term planning for intercity passenger 

   and freight shipping jobs at Northside La Crosse

No more T.I.F. districts, especially on the floodplain,

   The 65 acre city property can be a world class park

Dog parks, bicycle trails, rivers, bluffs, historic downtown,

for good nature, tourist, manufacturing, university jobs

 

I will work with the council and city department heads

Good schools and public services to reduce overall costs,

to also reduce taxes off business and homeowners.

I grew up in West Salem, Wisconsin.

in student council all through jr high and high school.

President of West Salem High School student council my Junior Year. I would delegate or do it myself. I really enjoyed introducing visiting guests to the assembled student body, it gave me an extra opportunity to ask questions. I led a petition for fresh rolls instead of day old sliced bread.

I bicycled alone roundtrip to Great Lakes Navy Base in North Chicago to visit my older brother George.

After high school I bicycled from Niagara Falls through Canada back to West Salem.

I high school wrestling and track, I brought music to play while doing routine physical training, I worked with coach to cut the music at his signal. After instructions came the signal to resume the music loud during hard training.

I worked on the Donald Hauser farm 5 summers, baling hay and tending his cattle. He knew his land well.

Head dishwasher at Maple Grove country club, making out schedules, and filling in myself when someone didn't show up.

University Wisconsin - La Crosse 3 years, theater economics choir, after my first year of college I hitchhiked to Alaska working construction in midnight sun Fairbanks 24 hours a day for a week, then Salmon cannery in Cordova Alaska for the rest of the summer. I organized trash pick-up instead of the workers tossing their trash into the pristine waters of Prince William Sound.

then 2 years at University of Wisconsin - La Crosse, Involved promoting the OctoberFest 100 bicycle race, theater acting and stage hand, worked restaurants.

1975 I drove to Fairbanks Alaska, worked construction, managed an overflowing public campground, school bus driver ( I organized a reflective tape program for students winter jackets)

then I worked as a teamster union long distance telephone operator for 3 years until the call centers were phased out.

I was run over in a motorcycle accident so I attended the University of Alaska - Fairbanks. Native studies part time for 2 years while recovering. I would not have survived those 2 years without public transit and pool.

I ran my own business building solar greenhouses and portable super insulated starter cabins, ran a team of Huskys hauling supplies for homesteaders.

5 years Alaska Family Stewpot take out food stand, dollar a bowl rice and bean vegetable or reindeer stew.

3 years Farmstead Threads thrift store, dollar an item or trade.

Restaurant / student music center named "Get A Meal, For A Song" students doing music art or helping run the restaurant, parents enjoying a meal while watching the music videos produced by their own kids.

I ran for office every year for 17 years for mayor council school board state house and us congress, I introduced issues of transit insulation solar bicycles recycling school funding etc. that nobody else was talking about. I succeeded on many issues including improving public transportation and defending the Alaska School Permanent Fund Dividend.

Last 5 years in La Crosse, steady work on transit solar insulation railroad recycling and many other public issues. I worked on the Julia Belle Swain riverboat. Video promotion of local musicians and businesses is a business that I enjoy doing, and it is helpful to the community.
