RUSHFORD, Minnesota (WXOW) -- UDPATE: Roads are reopening around southeastern Minnesota after weekend storms dumped several inches of rain across the region.

More heavy rains, anywhere from one to three inches in some places, are in the forecast.

As a result, the National Weather Service is issuing Flash Flood Watches and Flood Watches for a large portion of southeastern Minnesota and western Wisconsin.

The Minnesota Department of Transportation did reopen several roads that had closed Sunday from high water or water over the roadway. Those include Highway 76 between Caledonia and Houston and Highway 16 near Houston.

In Wisconsin, flooding continues along the Kickapoo River.  What the National Weather Service describes as moderate flooding is occurring around the Gays Mills and Stueben areas. The forecast calls for floodwaters to recede, although waters may rise again depending on how much rain falls in the region.

A state of emergency was declared for Crawford, Grant, and Houston counties due to the flooding and road damage.

A series of weekend storms dumped heavy rains throughout southeastern Minnesota causing widespread damage, but no reported injuries.

In Houston County, a state of emergency was declared after some 20 township roads were damaged by rains and subsequent floodwaters.  Preliminary damage estimates from the National Weather Service is $2 million.

The National Weather Service reports that slightly more than five inches of rain fell between Saturday and Sunday mornings near Spring Grove.

The rains flooded the Rushford, Mabel, Lanesboro and Lenora areas.

MnDOT says Highway 43 was closed between Mabel and Choice because of water over the road.  A viewer tells KTTC in Rochester that the roadway washed out just before Three Bridge, about nine miles north of Mabel.  Because Highway 43 was being used as a detour route for the Highway 44 construction project, MnDOT has temporarily lifted the detour.

Because of high water at the Yucatan Bridge, MnDOT has also closed Highway 76 between Houston and Caledonia "until further notice." The road has since reopened.

East of Houston, Highway 16 is open again after water covered the road.

And south of Peterson, Fillmore County Road 23 is closed because of a washout.  Other county roads have been temporarily closed Sunday morning but will re-open as the water recedes.
