"As the Chief of Police for the City of La Crosse Police, I am again expressing my growing concern in reference to public safety and the lack of accountability being afforded those criminals who endanger the citizens of the City of La Crosse," said Police Chief Ron Tischer.

"Too often our department spends weeks or months developing a case, make a great arrest of a drug dealer and they are back out on the street within 24 hours."

La Crosse County District Attorney Tim Grunke, told News 19 he is unable to comment on this case because it is an ongoing investigation.

Tuesday Welch appeared in court again.  A cash bond was set at $50,000.
