Man Arrested Twice in One Week


La Crosse, WI (WXOW) – La Crosse Police have arrested a man for the second time in a week for selling drugs.

Police arrested Shawn Welch, 31, from Illinois, Friday. Welch was arrested for delivery of cocaine base, possession of cocaine base and felony bail jumping.

Police said they arrested Welch on Jan. 14 following a four week investigation by the La Crosse Police Department Emergency Response Team (ERT). Welch was arrested for multiple counts of delivery of cocaine base (crack cocaine) and ecstasy. He appeared in La Crosse county court the same day he was arrested, and was released on a $1000 cash bond.

Police said Investigators continued to monitor Welch's activity which lead to him being arrested again on Friday.

"As the Chief of Police for the City of La Crosse Police, I am again expressing my growing concern in reference to public safety and the lack of accountability being afforded those criminals who endanger the citizens of the City of La Crosse," said Police Chief Ron Tischer.

"Too often our department spends weeks or months developing a case, make a great arrest of a drug dealer and they are back out on the street within 24 hours."

La Crosse County District Attorney Tim Grunke,told News 19 he is unable to comment on this case because it is an ongoing investigation.

Tuesday Welch appeared in court again.  A cash bond was set at $50,000.
