La Crosse Police Chief to Attend Criminal Justice Management Council Meeting

LA CROSSE, Wisconsin (WXOW)  When the Criminal Justice Management Council meets in La Crosse Wednesday, La Crosse Police Chief Ron Tischer will attend.  So will La Crosse County judges.

The Council meets often.  It was organized in 1993 to bring stakeholders together to help address issues and solve problems within the court system. This meeting is receiving a bit more attention because of the Chief's critical comments last month about aspects involving the local justice system.

The Chief used an example of a man arrested for delivery of crack cocaine and ecstasy.  He says that man "was released on a $1000 cash bond, contrary to the District Attorney's Office request for a high cash bond.  As a result, the Chief wrote in his news release, "I am again expressing my growing concern in reference to public safety and the lack of accountability being afforded those criminals who endanger the citizens of the city of La Crosse."

La Crosse County judges answered the Chief's comments in an open letter to Mayor Tim Kabat.  They wrote, in part, "The recent comments misrepresent to the public that considerations of punishment and deterrence, which are properly a sentencing consideration, are also proper goals of bail - they are not.

We spoke with the Chief recently about his January comments and asked him to explain why he raised his concerns publicly rather than privately.  We also asked him about his concerns relating to bail.  We began with this question - what was your intention when you made those comments?  You can hear the Chief's reply by watching the attached story from photographer Jimmy Kruckow and reporter Dave Solie.
