Winona's 30 Percent Ordinance Upheld in Court

WINONA, Minn. (KTTC) -- The Minnesota Court of Appeals upholds Winona's controversial 30 percent rule.

The ordinance says no more than 30-percent of homes on any block can be given rental licenses.

In December, 2013 a group of homeowners challenged the ordinance and brought it up with the Court of Appeals. The court had 90 days to make a decision.

On Monday, the court found the ordinance was constitutional.

A Winona County Judge had already ruled the law as constitutional earlier in 2012.
