COPY-Office skirts selection panel to hire Walker aide

MADISON, Wis. (AP) - The longtime aide to Gov. Scott Walker who landed a new state job with a hefty raise didn't apply for the job, nor was she a finalist.

Even so, Cindy Archer was named the State Public Defender Board's new chief information officer in September. She'll make more than $113,000, or 31 percent more than her predecessor.

Department spokesman Randy Kraft tells the Wisconsin State Journal (http://bit.ly/1mS4MY6 ) the hiring decision reflects Archer's "hands-on knowledge and experience."

Archer was one of Walker's top aides when he served as Milwaukee County executive. FBI agents raided her home in 2011 as part of a probe into illegal campaign work in Walker's county office.

She and other staffers traded messages on a private system designed to evade state open-records laws. She wasn't charged with wrongdoing.
