Seventh person arrested in Rochester child porn investigation

Rochester police arrested a seventh man Friday as part of a 10-month investigation into the possession and distribution of child pornography.

Rochester Police Lt. Mike Sadauskis said Damian Shawn-Thomas Oelker, 36, was arrested about 10:15 a.m. Friday in the 2000 block of 41st Street Northwest. He will be arraigned in Olmsted County District Court early next week, with expected charges of child pornography possession and distribution.

Sadauskis said 20-year-old Lukky Chang, 20-year-old Dennis Ouk, 29-year-old Evan Erickson, 52-year-old Mark Pine and 47-year-old Christopher DeZutter are facing multiple felony charges of distributing and possessing child pornography.

Mark McGinley, 58, could also face federal charges, in addition to eight charges of distribution of child pornography at the state level. According to the complaint, McGinley not only possessed and distributed child porn, but manufactured it with a female victim he knows from Minnesota. He is being held on $500,000 bond.

Sadauskis said all of the cases are independent. A preliminary investigation indicates none of the men arrested knew each other.

"The suspects involved almost all across the board -- all either told us through confessions and interviews that they had been involved as suspects from the time they were children," said Sadauskis.

Sadauskis said 15 additional cases remain under investigation, and police are continuing to search for possible victimization of more children.

Rochester Police Capt. John Sherwin said Thursday officers traced IP addresses and file sharing activity on computers McGinley used. Officers discovered multiple files of pornographic videos and photos of children, some as young as one year of age.
"These images are real kids," says Sherwin. "They're kids that have been victimized, have been abused, in some cases tortured. It's a very serious crime, and it's a problem most people don't realize is taking place in their community."

The complaints, filed this week in Olmsted District Court, and available online at left, detail the charges against the six men. Most of the charges involve the download of sexually explicit images or videos from various Internet filesharing services.


Sherwin said it's not uncommon to find thousands of videos and images on perpetrators' hard drives.

"It's amazing, I mean we, in some instances, we literally have a half dozen computers with terabytes of data that are all containing pornographic images involving children," said Sherwin.

He emphasized the continuing nature of the investigation, noting "Often times....possession and distribution of child pornography leads to other behaviors by the suspects and we want to make sure that we're not missing any victims in our community or our outside of our community," he added.


The Rochester Police Department began making arrests on Monday based on online investigations following IP addresses of the suspects. Officers worked alongside the Olmsted County Sheriff's Office, Minnesota Bureau of Criminal Apprehension, the Minnesota Internet Crimes Against Children Task Force, the FBI and Goodhue County Sheriff's Office
