Eau Claire Police Department (News Release) - On Saturday, June 6, 2015, at 11:58 a.m., Eau Claire Police were dispatched to 209 Eau Claire Street, Lutheran Social Services, for a report of a father who had taken his one year old son from a scheduled supervised visit at that location. The father, Joshua E. Moggo did not have custodial rights to his son, Devin Moggo and was aware of requirements not to remove Devin from the facility. Officers were informed that Joshua Moggo was last seen pushing Devin in a stroller and running from the facility.

As the investigation developed, officers obtained additional information that ultimately prompted a statewide Amber Alert. Amber Alerts are issued by the Wisconsin Department of Justice only when specific criteria are met, including that the “child is at risk of serious injury or death.” Personnel from all divisions of the Eau Claire Police Department and the Eau Claire County Child Abduction Response Team responded to assist in the investigation and search for Joshua and Devin Moggo.

Shortly before 6:00 p.m., the Eau Claire Communications Center received numerous citizen calls reporting that Joshua Moggo and Devin Moggo were walking in the area of Spooner Avenue and Orchard Lane just inside the City of Altoona. Altoona Police officers responded and located

Joshua and Devin Moggo as reported. Joshua Moggo was arrested and transported to the Eau Claire County Jail with charges of Kidnapping and Bail Jumping. Devin Moggo was evaluated on scene and appeared to be physically unharmed; he was released to his proper guardian.

The number one priority of the Eau Claire Police Department is to keep children safe in the community. The Eau Claire Police Department greatly appreciates the assistance of numerous area law enforcement agencies and the vigilance of the citizens across the Chippewa Valley and beyond that helped to resolve this incident promptly and return Devin Moggo to safety.
